Is it a good idea to plasti dip on paint?

A friend of mine made a robo cop costume, it looks awesome. he wore it for a day and the paint started to crocking. He had around 4 PVA layers before spray painting the suit and it becomes kind of bumpy. I wonder if we can spray plasti dip on paint or if it needs to be recoat in PVA again before spraying?

had this exact problem a year ago, got enough plati dip on after to hide the scaling no issue about 4 coats. my advice is to jsut be patient, let it dry. dont put too much on heavy all at once.
